ACT is more common in the midwest, SAT is more common on the coasts. Or at least it was eight years ago when I was taking them. Most people I knew at school (rural Ohio) took solely the ACT because it was an hour and a half drive to the nearest SAT testing site, and most midwestern schools will take the ACT just fine.
