Actually we don't use the term "speech marks"--it's all "quotation marks" for us, but yes. We use commas, periods and semicolons inside, whether it's for dialog or it's calling out a special word. Even Americans don't get it right, though, because it is odd! It really doesn't bother me in fic, as long as the writer has a grasp of some sort of consistent rule.
