Yeah, that's probably true. Though I know that a lot of our engineers are working all around the world. And most of them have (just) a diploma.

Right now our politicians are trying to 'americanize' our school system. Don't know if anything good comes out of this. They changed so much during the last decade that you can't even compare our national degrees anymore.

Btw, I just saw that I made a mistake with the years after the elementary school. The years I mentioned were the ones when I was back in school. Since you now have to decide two years earlier you have to add these two years on the second part of the education (which would be 5, 6 or 8).
